See the grade requirement before you enter Gate of Heaven because it cost you 25.000 coins just to enter. The Gate of Heaven NPC is located at West gate of Mythic.
Find Shen Long in Dragon Mythic II - 9, the green one or in Dragon Island. You can kill it alone or party, you don't have to last hit the dragon.
To get Fire and Sea Dragon Scale, you need to kill dragons in Dragon Island to get Dragon Scale. Dragon Island is located at Last room of Tiger Palace (Tiger Mythic PK).
After you obtain enough Dragon Scale, go to Cuti Tailor in South West of Buya (X: 017 Y: 127). He'll clean that Dragon Scale of yours with 20.000 coins fee.
